Texte | Abstract: This article critically examines the intricate entanglements of vulnerability, policies, and institutional structures in the Covid-19 era from an agential realist perspective. It traces the 'travelling' nature of vulnerability, addressing its conceptual, applied, and normative implications. The research, focusing on Covid-19’s impact on people with disabilities, employs a diffractive methodology to analyze case studies, revealing the dynamic interplay between personal agency and external constraints. The study introduces the notion of 'Vulnerability Effects', drawing parallels with Carol Thomas's 'Impairment Effects', to articulate the performative nature of vulnerability in crisis contexts. It demonstrates how vulnerabilities are shaped by a continuum of forces, from debilitating conditions to the crafting of affordances in environments not attuned to the needs of people with disabilities. The findings highlight the fluidity and context dependency of vulnerability, emphasizing the need for dynamic, response-able approaches in policy and social structuring to mitigate vulnerabilities and promote equitable opportunities.
